(2025) Turkmenistan: Gap Analysis of the Quality Infrastructure in Turkmenistan.
Role: Lead Consultant
The gap analysis is a contribution to UNECE’s demand-driven assessment of regulatory and procedural barriers to trade in Turkmenistan. This type of assessments is one of UNECE’s flagship publications, aimed at supporting governments in aligning non-tariff measures (NTMs) with sustainable structural transformation goals. Given its central role in achieving these goals, every assessment features a gap analysis of the National Quality Infrastructure using an actor-oriented questionnaires, aimed at identifying legislative and capacity shortfalls in technical regulations, standardisation, conformity assessment, market surveillance and metrology.
(2024-2025) Uzbekistan: Agri-Food Legal and Regulatory Support Initiative for Uzbekistan.
Role: International Expert Regulatory Impact Assessment
Technical Assistance for the preparation, evaluation and impact assessment of regulations in support of the agri-food sector, relating to Standards, Technical Regulations, and Conformity Assessment in the context of Uzbekistan’s recent accession to the WTO. With a focus on the draft Food Safety Law of 2025, and the Plant Protection Law of 2023.

(2022) Vietnam: Research on international best practices, situational assessment, and provide recommendations for the National Quality Infrastructure (NQI) of Vietnam for the USAID Vietnam Trade Facilitation Program.
Role: National Quality Infrastructure Expert
- Provide consultation and assessment to review, amend, and supplement the Law on Products and Goods Quality;
- Research and carry out assessment, survey, investigation of the current situation, effectiveness, and impact of NQI in Vietnam;
- Co-organize at least 4 consultative meetings with agencies of Directorate for Standards, Metrology and Quality (STAMEQ) to collect necessary information, develop NQI, and share experiences;
- Identify and assess existing shortcomings between Vietnam’s policies and that of other countries and international best practices;
- Develop related presentations/communications material in readiness for project and General Department of Vietnam Customs use, including the experiences in developing NQI of other countries and recommendations for Vietnam.

For the EU-funded Facility for the Implementation of the EU-Georgia Association Agreement-II, in the role of Senior Expert conducting a Regulatory Impact Assessment of the Construction Products Regulation, specifically applied to Technical Regulations for Construction Products, in relation to World Customs Organization Harmonised Standards, and EU CE Marking.

Legal Review and Capacity Building. In the context of the Commonwealth Standards Network, and in consultation with National Quality Infrastructure (NQI) experts, the NQI committee, the Attorney General office together with the Office of the Parliamentary Counsel:
- Review, revise and prepare draft Standards and Metrology legislation;
- Conduct a Regulatory Impact Assessment (RIA) for the draft Standards and Metrology legislation which will be held as an example into how a RIA should be prepared and what should be included;
- Develop a Good Regulatory Practice (GRP) policy document;
