(2023) SADC: Develop mechanism for assessing the potential of Member State Non-Tariff Measures to pose as Technical Barriers to Trade

Role: SPS NTM Expert.

This assignment is aimed at the development of a mechanism for assessing the potential of Member State NTMs to pose as Technical Barriers to Trade. The specific objectives of the assignment are to:

  • Identify the differences obtaining across the SADC Member States on their assessment mechanisms of SPS-related NTMs becoming Non-Tariff Barriers to Trade;
  • Evaluate the deviation by each Member State from international best-practice principles of developing and applying SPS-related NTMs;
  • Develop a mechanism for assessing the potential of Member State SPS-related NTMs to pose as Technical Barriers to Trade (TBT).

This project contributes to the increase in intra-regional trade through the enhancement of the transparency of SPS regimes of the SADC Member States.

(2021-2022) SADC4-week RIA Training Cycle for Southern African Development Community (SADC), Technical Regulation Liaison Committee Officials.

Role: Regulatory Impact Assessment Training Expert

Consultancy Service to Facilitate Capacity-building Training workshops for Officials of the SADC Technical Regulation Liaison Committee (TRLC) on the Principles of Regulatory Impact Assessment (RIA). Four-week training cycle, for four groups (two weeks for English speaking SADC Member States, one week Portuguese, and one week French).

(2021-2022) EU: Impact Assessment EU Directives 

Role: Regulatory Impact Assessment Expert.

As subcontractor for ICF Consulting, prepare a Study in support of the Regulatory Impact Assessments on the revision of the Long Term Residents Directive, and the Single Permit Directive for the Commission Directorate-General for Migration and Home Affairs (DG HOME). And a second Study, supporting the Regulatory Impact Assessment of the revision of the Feed Additives Regulation for Commission Directorate-General for Health and Food Safety (DG SANTE).

(2021-2022) Greater Mekong SubregionTrade Facilitation: Impact Assessment on the Improved Sanitary and Phytosanitary (SPS) Handling in the Greater Mekong Subregion. For the Ministry of Agriculture & Forestry.

Role: International Impact Assessment Specialist.

As International Impact Assessment Specialist in coordination with National Impact Assessment Specialist perform an impact assessment on the improved Sanitary and Phytosanitary (SPS) handling in the Greater Mekong Subregion 2012-2022. Training government staff in Data Collection.

(2019) CROSQ: Legal Review and Capacity Building.

Role: International Regulatory Reform Expert / Trainer (base: Saint Lucia).

In the context of the Commonwealth Standards Network, and in consultation with National Quality Infrastructure (NQI) experts, the NQI committee, the Attorney General office together with the Office of the Parliamentary Counsel:
• Review, revise and prepare draft Standards and Metrology legislation;
• Conduct a Regulatory Impact Assessment (RIA) for the draft Standards and Metrology legislation which will be held as an example into how a RIA should be prepared and what should be included;
• Develop a Good Regulatory Practice (GRP) policy document;
• Develop and establish RIA template model document;
• Develop and establish a technical Regulation based on existing Statutory Instrument methodology;
• Develop and deliver capacity building to government officials in Saint Lucia and Official Development Assistance (ODA) eligible countries concerning the above bullet points.
