Development & Implementation of Regulatory Impact Assessment (RIA) Policy & Guidelines
The assignment will involve the following activities:
- Inception Report
- Conduct meetings with BoI and PRMI stakeholders to develop a common understanding of the activity, review the regulatory code, PRMI Strategy, Asaan Karobar Act and identify a list of potential country models that can be studied in detail.
- Present options of country models with reasoning to BoI to agree on selected case models.
- Develop a work plan and tentative delivery approach with a timeline for development and conduct of stakeholder consultations (map all the stakeholders and briefly describe their role)
- Present all the above as an inception report with a short final presentation to BoI.
- Synthesis Report of Country Models & Proposed Framework for Pakistan
- Undertake a comprehensive analysis of countries shortlisted to review and develop a synthesis to develop a possible structure and coverage for Pakistan, (ensure that framework structure is responsive to gender and climate)
- A short presentation and short report on the country models to be finalised in discussion with BOI.
- RIA Rules and Guidelines (Manual)
- Develop comprehensive RIA Rules and Guidelines (manual) along with detailed presentations made to key stakeholders.
- Conduct consultations and feedback sessions with the relevant stakeholders in agreement with BoI.
- Finalise the rules and manual based on feedback.
- Consultation with Regulators & Pilot Testing Findings report
- Conduct consultation sessions (4) with federal and Punjab based regulators.
- Identify and develop pilots with federal (2) and Punjab based (2) regulators to field test the guidelines
- Share results with regulators and BoI and broadly with other regulators to demonstrate the use of RIA
- Finalise the manual/guidelines based on pilot testing and disseminate them broadly
- Final and Approved RIA Rules and Guidelines
- Present the final rules and guidelines and solicit approval by PRMI Steering Committee and broader level adoption across governments. Develop a short dissemination and training plan.
